ジョンソン英首相は、欧州連合（ＥＵ）および単一市場からの離脱で一掃された過去約50年の通商政策の再構築に動いている。
米国との貿易協定構想を推進するジョンソン首相は、１月31日のＥＵ離脱後、通商交渉に動き出したことを示すため、日本とオーストラリアを含むアジア太平洋諸国をラーブ外相に歴訪させた。
国別で見れば、英国の最大の貿易パートナーは米国であり、ジョンソン氏がトランプ政権との早期の合意を優先する理由がうかがえる。
だが、英国にとって他の国・地域より重要な市場が存在する。最大の交易先であるＥＵとの昨年の貿易額は4360億ポンド（約62兆3000億円）と群を抜いて大きく、物品貿易全体の約半分を占めるほどだ。
ＥＵ当局はジョンソン政権がＥＵ規則の順守に同意しない限り、市場アクセスを急いで認めるつもりはない。ＥＵとの自由貿易協定（ＦＴＡ）を首相が年末までの移行期間中に締結できない場合、「合意なき離脱」とよく似た無秩序な離別になりかねない。
ブルームバーグ・エコノミクスの英国担当シニアエコノミスト、ダン・ハンソン氏は「世界中での貿易協定締結が、英ＥＵ離脱に伴う大きな利益と受け止められているが、世界最大の単一市場に属する場合と同じ経済的利益が得られるかどうか全く確実でない」との見方を示す。
ハンソン氏は「世界の隅々との関係を強化する野心が英政府にあるとしても、最大の戦利品はＥＵとの協定という形で英国の玄関先に存在するのが現実だ」と指摘した。
